Investigation launched after allegations of caste-based discrimination linked to IPS officer’s suicide
The Haryana government has taken the step of placing Director General of Police Shatrujeet Kapur on leave amid ongoing controversies surrounding the death of senior Indian Police Service officer Y Puran Kumar. Kumar was discovered deceased at his residence in Chandigarh’s Sector 11 on the afternoon of October 7. Initial reports from the police indicated that his death was a result of suicide.
A note, referred to as a “final note,” was recovered from the scene of the incident. In this note, Kumar named 11 individuals, including both current and retired police officers, among them Shatrujeet Kapur and Rohtak Superintendent of Police Narendra Bijarniya. He accused them of fostering an environment of caste-based discrimination that he claimed contributed to his tragic decision.
As the situation unfolded, Kumar’s family expressed their refusal to allow a post-mortem examination until Kapur and Bijarniya were arrested. This demand underscores the family’s serious concerns regarding the circumstances of Kumar’s death and the allegations he made in his note.
In response to the situation, on the same day Kumar was found dead, the government took action by replacing Bijarniya as the Rohtak superintendent of police. However, an official order detailing Bijarniya’s new posting has yet to be issued.
Kumar’s wife has taken steps to ensure her husband’s allegations receive the attention they deserve. In a letter addressed to the chief minister, she stated that the note clearly identifies individuals whom she believes created a hostile environment for her husband, which she claims directly contributed to his suicide.
On October 10, the Chandigarh Police registered a first information report (FIR) against those named in Kumar’s note. The charges include abetment to suicide and violations under the Scheduled Castes and Scheduled Tribes Prevention of Atrocities Act. In light of the seriousness of these allegations, a six-member Special Investigation Team (SIT) has been established to delve into the case and ensure a thorough investigation.
On Saturday, a government spokesperson indicated that they are committed to pursuing justice for Kumar’s family, regardless of the influence that the accused may possess. This statement highlights the government’s acknowledgment of the need for accountability in this sensitive matter, and their determination to address the concerns raised by Kumar’s family.
