Karnataka’s Congress government revisits 2013 circular to limit non-academic activities in schools.
The Congress-led government in Karnataka has reissued a circular from 2013 that places restrictions on the activities of private or non-governmental organizations in public spaces, including government schools and roads. This decision may significantly affect the operations of the Rashtriya Swayamsevak Sangh (RSS), which is the parent organization of the Bharatiya Janata Party (BJP). The RSS is known for conducting camps in various public venues, including government-aided educational institutions.
The original circular, dated February 7, 2013, was enacted when the BJP was in power in the state. It clearly stated that government school premises should not be utilized for private or non-academic purposes. The recent reissuance of this directive comes in the wake of Information Technology Minister Priyank Kharge’s request to Chief Minister Siddaramaiah to impose a ban on RSS activities in all government public spaces.
In a social media post, Kharge emphasized that the objective behind his letter was to curb the RSS’s perceived attempts to negatively influence children and youth, while also upholding the principles of the Constitution, such as unity, equality, and integrity. Following a Cabinet meeting, Kharge announced that new regulations would be formulated based on the framework of the 2013 circular. He indicated that these new rules would be implemented within the next two to three days.
Karnataka’s Education Minister, Madhu Bangarappa, reinforced this stance by highlighting complaints from students and parents regarding the ideological activities being carried out in schools. He stated, “We had to make an order in the interest of children,” underlining that any activities deemed unsuitable for children would be prohibited in educational institutions.
Law Minister HK Patil added that the reissued circular is not targeted at any specific organization. In response to Kharge’s comments regarding the RSS, the BJP has criticized him, claiming that his remarks about the organization are an attempt to divert attention from his administrative shortcomings.
Kharge has publicly acknowledged receiving threatening calls directed at him and his family following his criticisms of the RSS. He expressed on social media that those issuing threats believe they can silence him, but he remains resolute in his stance.
