Congress Seeks Supreme Court's Intervention for Transparency in West Bengal Electoral Roll Revisions

In a significant move aimed at ensuring electoral transparency, a leader from the Indian National Congress has approached the Supreme Court, demanding that the Election Commission of India (ECI) release detailed data regarding the revisions made to the electoral rolls in West Bengal. Prasenjit Bose, who chairs the Congress’s SIR committee in the state, filed the petition to shed light on the constituency-wise additions and deletions that occurred during the recent special intensive electoral roll revision.

Bose’s petition highlights a pressing issue: the lack of publicly accessible information surrounding the electoral process, especially concerning the appeals made before appellate tribunals. The Congress leader contends that the absence of clear guidelines—covering appeals, required documentation, notices, hearings, and timelines for resolution—creates an opaque environment that could potentially undermine the electoral process.

According to the petition, the Congress party is particularly interested in obtaining constituency-wise data related to voter inclusion, specifically from Form 6 applications (to add voters) and Form 7 applications (to remove voters). It was noted that during the claims and objections phase of the revision exercise, over 9.6 lakh applications seeking inclusion were lodged, alongside 99,118 requests for deletion. However, the final electoral rolls, published on February 28, reflect only 1.8 lakh additions—raising questions about the processing and acceptance of the majority of those applications.

A staggering 58 lakh electors were reportedly excluded during the enumeration phase of the exercise, a fact that has sparked concern among political parties and civil society alike. Bose’s petition underscores the urgent need for the Election Commission to release detailed data on these electoral changes, which could illuminate how many applications were submitted, accepted, and rejected across various constituencies. This call for transparency is not only vital for the democratic process but also for building public trust in the electoral system.

This legal intervention reflects a broader trend among political parties in India, where transparency and accountability in electoral processes continue to be hot topics, especially in the run-up to crucial elections. As India navigates the complexities of its electoral democracy, calls for clearer guidelines and data transparency could pave the way for reforms that enhance the integrity of the voting process.
