Canada's Recent Audit Raises Concerns Over Indian Student Visa Approvals Amid Fraud Allegations

A recent audit by the Auditor General of Canada has sparked significant discussions regarding the approval rates for Indian student visas, highlighting an intriguing paradox within the framework of immigration and education. The report, published on March 18, indicates that while nations often associated with high risks of fraudulent student visa applications generally experience low approval rates, India remains a notable exception.

India’s share of new study permits plummeted dramatically from 51.6% in 2023 to just 8.1% by September 2024, suggesting a shift in the dynamics of student immigration. However, the Student Direct Stream (SDS), a fast-track visa program aimed at expediting the process for international students, recorded an astonishing approval rate of 98% in 2024—up from a mere 61% just two years prior. This surge in approvals raises eyebrows, particularly as internal government warnings have indicated that the program is attracting a significant number of non-genuine applicants.

The audit delves deeper into the International Student Program reforms, revealing that nearly all approved applications under the Student Direct Stream from 2022 to 2024 originated from India. Despite these impressive figures, the report criticizes Immigration, Refugees and Citizenship Canada (IRCC) for its sluggish response to integrity issues surrounding the program. The agency faced mounting concerns over the prevalence of fraudulent documents, a rise in students not actively pursuing studies, and an increase in asylum claims which complicate the educational landscape for genuine students.

Among the alarming findings, the report flagged 800 study permits issued between 2018 and 2023 as involving false or misleading documents. Some applicants reportedly claimed attendance at “non-existent” institutions, casting doubt on the legitimacy of such applications. Surprisingly, despite these red flags, the IRCC undertook limited action against the majority of these cases, with a staggering 92% of the flagged applicants either receiving approval or still awaiting a decision.

This growing trend raises crucial questions about the integrity of the Canadian student visa system and its implications for Indian students aspiring to study abroad. With Canada being a prime destination for higher education, it is essential that the Canadian authorities take decisive action to ensure that genuine students are not overshadowed by fraudulent applications. As the landscape of international education evolves, it is vital for both Indian students and Canadian policymakers to engage in a dialogue aiming for a balance between accessibility and integrity in the visa application process.
