Court Orders Mental Health Assessment for Ex-RPF Constable Charged with Triple Murder

In a significant legal development, a sessions court in Thane has instructed the authorities at Thane Central Jail to transfer Chetan Singh, a former Railway Police constable, to the Regional Mental Hospital for a thorough mental health evaluation. Singh is currently facing serious charges, including the alleged murder of three Muslim passengers and a senior officer aboard a train earlier this year.

The court issued this directive on Wednesday during a hearing concerning Singh’s second bail application. The judge mandated that the Regional Mental Hospital provide regular updates every two weeks, assessing his mental state and determining whether he is fit to stand trial and adequately defend himself. This follows claims made by Singh’s lawyer, Pankaj Ghildiyal, who argued that Singh’s mental health condition warrants bail.

Previously, on March 2, the court had requested a report on Singh’s behavior from the jail authorities, which was due by March 25. However, it was reported that no such assessment was submitted. Singh has been in custody at Thane Central Jail, having undergone a four-month evaluation at the Regional Mental Hospital last year after concerns arose regarding his behavior while detained at Akola Central Jail. Upon his release in June, medical documentation described him as “cooperative, communicative, and oriented in time, place, and person.”

This case has attracted significant public and media attention, highlighting issues surrounding mental health in the criminal justice system. The incident itself, which occurred on a moving train, shocked the nation and raised concerns about safety and law enforcement protocols. As investigations continue, the court’s decision reflects a growing recognition of the importance of mental health assessments in legal proceedings.

In December, Singh was subjected to another evaluation at the prison hospital following court orders, indicating that his mental health remains a focal point in the ongoing legal proceedings. The intersection of mental health and criminal justice is increasingly relevant in India, where discussions about mental health awareness and treatment are gaining traction.
