Delhi High Court Lifts CBI Lookout Circulars Against NDTV Founders Prannoy and Radhika Roy

In a significant legal victory for former NDTV promoters Prannoy Roy and Radhika Roy, the Delhi High Court has quashed the lookout circulars issued by the Central Bureau of Investigation (CBI) against them. The decision, delivered on Friday, marks an important development in the ongoing legal saga that has enveloped the Roys since allegations of financial misconduct surfaced several years ago.

Lookout circulars serve as alerts for law enforcement agencies to prevent individuals wanted by the police from leaving the country. The CBI had issued such circulars against Prannoy and Radhika Roy in relation to two first information reports (FIRs) filed back in June 2017 and August 2019. The case primarily revolved around allegations of corruption and fraud related to a Rs 375-crore loan that was extended to their company, RRPR Holdings Private Limited, by ICICI Bank.

The High Court’s ruling underscores its earlier observations from May, where it had suggested that maintaining the lookout circulars would be unnecessary. The Roys’ legal counsel had previously argued that the couple had fully cooperated with the investigation and had complied with CBI summons dating back to 2019. This cooperation, coupled with an absence of any evidence of wrongdoing, played a pivotal role in persuading the court to lift the restrictions imposed by the circulars.

In October 2024, the CBI took a pivotal step by closing the corruption and fraud investigation into the Roys, asserting that they found no criminal activity pertaining to the alleged loan irregularities. The agency clarified that what was initially perceived as a breach of banking regulations was, in fact, a legitimate business transaction. This closure report was formally acknowledged by a Delhi court in November 2024 and was accepted in early January 2025.

The implications of the High Court’s decision are far-reaching, not just for the Roys but also for the media landscape in India. The NDTV founders have been at the forefront of Indian journalism, and their challenges highlight the tensions that can arise between media entities and regulatory watchdogs. Moving forward, the ruling may pave the way for the couple to re-enter the public sphere without the looming shadow of legal impediments.
