Haryana Court Clears Former CM Bhupinder Singh Hooda in Land Allotment Controversy

A special court in Panchkula, Haryana, has officially discharged former Chief Minister Bhupinder Singh Hooda from a land allotment case that had stirred significant political controversy. Alongside him, Congress leader Motilal Vora and the Associated Journals Limited were also cleared of allegations concerning the purportedly illegal re-allotment of a plot of land.

On Friday, Judge Rajeev Goyal ruled to dismiss the complaint filed by the Enforcement Directorate (ED), marking a pivotal moment in the ongoing legal saga surrounding the case. This decision comes shortly after the Punjab and Haryana High Court, on February 25, overturned a 2021 ruling that had previously framed charges against Hooda and others. The High Court expressed that the evidence put forth was insufficient to warrant a criminal trial, pointing out that the prosecution could not demonstrate any dishonest intentions or wrongful gains in the matter.

Speaking to reporters post-verdict, Hooda’s legal counsel stated that the court’s dismissal of the case was justified, as both Hooda and Associated Journals Limited had already been exonerated in the main investigation led by the Central Bureau of Investigation (CBI). This development underscores the challenges faced by the prosecution in establishing a solid case against the prominent political figures involved.

The origins of this case date back to 1982 when the Haryana Shehri Vikas Pradhikaran, previously known as the Haryana Urban Development Authority, allocated a plot in Panchkula’s Sector 6 to the Associated Journals Limited. The case has been emblematic of the wider political tensions and allegations of corruption that have plagued Haryana’s political landscape, particularly during Hooda’s tenure as the top executive.

Hooda, who currently serves as the leader of the Opposition in the Haryana Assembly, has consistently maintained his innocence throughout the legal proceedings. The repeated setbacks for the prosecution reflect a broader trend of dwindling confidence in the allegations of corruption against established political entities in the region. As this case comes to a close, it raises pertinent questions regarding the integrity of political practices and the efficacy of the judicial system in addressing such matters.
