The Karnataka Assembly has taken a significant step toward safeguarding personal freedoms by introducing a groundbreaking bill aimed at eliminating caste-based discrimination and protecting the rights of inter-caste couples. This legislative initiative, known as the 2026 Freedom of Choice in Marriage and Prevention and Prohibition of Crimes in the Name of Honour and Tradition Bill, comes in response to alarming incidents of caste-related violence and societal ostracism faced by individuals who dare to marry outside their caste.

The proposed legislation outlines stringent penalties for those who commit acts of violence under the guise of ‘honour’. Individuals convicted of murder related to caste issues could face a minimum of five years in prison, while those inflicting grievous injuries would be liable for at least three years of imprisonment and fines reaching up to Rs 3 lakh. Moreover, causing minor injuries would attract a minimum sentence of two years and a fine of up to Rs 2 lakh, reflecting a serious commitment to curbing such heinous acts. Notably, all offences under this proposed law will be cognizable and non-bailable, underscoring the state’s resolve to tackle caste-based crimes decisively.

One of the bill’s primary objectives is to guarantee the freedom of choice in marriage, irrespective of caste affiliations. By promoting the dignity of inter-caste unions, the legislation seeks to dismantle the societal barriers that often lead to violence and discrimination. Additionally, the bill mandates the establishment of ‘Eva Nammava Vedikes’, district-level bodies designed to facilitate and sanctify inter-caste marriages. Each of these committees will feature a diversified team comprising a retired judge, a police officer, a revenue officer, and a sub-registrar, ensuring that the couples receive comprehensive support and protection during their marital journey.

In a progressive move, the Karnataka government plans to collaborate with the High Court to potentially designate specific district courts as special fast-track courts. This initiative aims to expedite the legal process for cases arising under this new Act, ensuring prompt justice for those affected by caste-related crimes.
