NHRC Directs States, UTs Not To Remove Street Vendors During Festive Season

The National Human Rights Commission (NHRC) has directed all States and Union Territories to protect the livelihoods and human rights of street vendors, hawkers, potters and small traders during the upcoming festive season.

The directive comes ahead of Navratri, Diwali and Chhath Puja, following complaints of alleged unnecessary eviction of vendors, seizure of goods, fines and harassment in several cities.

The NHRC said vendors should not be unnecessarily removed or deprived of their livelihoods during the festive period. However, if shifting a vendor becomes necessary due to fire safety or public safety concerns, authorities have been directed to provide suitable alternative vending spaces.

The Commission also directed authorities against arbitrary seizure of vendors' goods and asked them to deal with complaints of harassment, extortion or undue interference in accordance with the law.

The NHRC further urged local administrations to promote traditional occupations, local vendors and locally manufactured products under the spirit of “Vocal for Local.”

Chief Secretaries of all States and Union Territories have been asked to circulate these directions among District Magistrates, municipal authorities, police and other concerned officials.

The NHRC has also directed that pending Action Taken Reports be submitted by October 18, 2026.
