West Bengal Steps Up Verification of ST Certificates Amid Allegations of Irregularities

Kolkata: The West Bengal government has begun a wider verification exercise of caste certificates amid allegations that some Scheduled Tribe (ST) certificates may have been obtained or used irregularly to access government benefits.

Caste certificates are used to establish eligibility for various reservation and welfare provisions, including government employment, educational opportunities and certain government schemes. Any misuse of such certificates can affect the interests of eligible candidates and beneficiaries.

Government Begins Verification Process

The state government has ordered the re-verification of caste certificates issued since 2011. According to reports, officials at the district and subdivision levels have been directed to examine the validity of the certificates and take action where documents are found to have been issued on the basis of false information or other irregularities.

West Bengal Tribal Development Minister Kshudiram Tudu has also spoken publicly about alleged fake SC and ST certificates. He said the government was undertaking a screening process to identify beneficiaries who may have received government facilities using invalid certificates.

Action Against Invalid Certificates

The minister has indicated that benefits obtained through forged or irregular certificates could be withdrawn and that officials found responsible for irregularities may also face action. Such measures, however, would depend on verification and the applicable legal process.

There have been suggestions that people found to have secured government jobs or other benefits through invalid certificates should face strict consequences. Specific claims regarding recovery of salaries with interest should be linked to a particular government order or court ruling before being presented as an established rule.

Impact on Genuine ST Candidates

The verification exercise has significance for genuine ST candidates because reservations and other government benefits are intended for eligible members of the Scheduled Tribe communities. If an ineligible person obtains such a benefit through a false certificate, it can raise concerns about fair access to employment, education and welfare schemes.

At the same time, allegations against individual certificate holders should not be treated as established wrongdoing unless the relevant authorities complete verification and take a formal decision.

Need for Transparent Verification

The ongoing exercise is expected to clarify the validity of certificates issued over the years. A transparent verification process, proper documentation and an opportunity for affected individuals to establish their eligibility can help distinguish genuine beneficiaries from cases involving irregular or fraudulent certificates.

Claims about the number of government jobs, educational seats, loans or subsidies allegedly obtained through fake ST certificates should be supported by official records or a documented survey before specific figures are reported.
