Supreme Court Highlights Issues in West Bengal's Electoral Roll Revision

The Supreme Court of India has acknowledged that the special intensive revision of electoral rolls has been carried out efficiently in most states, with the notable exception of West Bengal. During a hearing on Tuesday, the bench led by Chief Justice Surya Kant, along with Justice Joymalya Bagchi, addressed a series of petitions concerning the electoral process in the state, pointing out the discrepancies that have come to light.

Chief Justice Kant remarked on the overall smooth execution of the electoral roll revision across the country, emphasizing that West Bengal stood out as an anomaly. He referenced an article he had read, which outlined the successful implementation of this electoral exercise in various regions. “Except for West Bengal, everything proceeded smoothly,” he stated, reflecting the observations gathered from multiple sources.

In response, advocate Kalyan Banerjee, representing the West Bengal government, defended the state’s position by highlighting certain irregularities that had emerged during the revision process. He pointed out that the Election Commission had not provided a list of “logical discrepancies”—issues related to inconsistencies in voters’ details—nor had it issued notifications at reasonable times as done in other states. Such discrepancies include mismatches in parental names, minimal age differences with parents, and the registration of families with more than six children.

Despite these concerns, Chief Justice Kant noted that other states faced similar complexities, yet managed to conduct the revisions without significant hitches. The court has also observed the increasing burden on judicial officers in West Bengal responsible for addressing claims and grievances related to the voter list. This situation has raised concerns about the pressures experienced by these officials in managing a high volume of disputes, further complicating the electoral process in the state.

The Supreme Court’s remarks come at a critical time, as elections are approaching and the integrity of electoral rolls is paramount for a fair democratic process. The court’s observations not only shed light on the significant challenges faced in West Bengal but also underscore the need for the Election Commission to ensure uniformity and reliability in its election preparations across all states.
