# North Bengal Border Areas Face Concerns Over Road Encroachment and Unregulated Trade

Alipurduar–Kalchini–Hasimara–Siliguri: Concerns have been raised over alleged roadside encroachment and unauthorized commercial establishments along parts of the PWD-controlled road network in North Bengal, particularly in areas close to the Bhutan border.

According to concerns raised by local residents and other stakeholders, several shops and commercial structures have allegedly come up on or close to government-controlled roadside land. It has also been alleged that notices regarding encroachment have been issued from time to time, although questions remain over the effectiveness of subsequent enforcement action.

Particular concern has been expressed regarding stretches of roads passing through sensitive border and defence-related areas, including locations near the Hasimara and adjoining regions. Any construction or commercial activity on government land or within restricted areas would require verification from the concerned authorities and action in accordance with applicable laws.

There are also allegations that some shops in border-adjacent areas may be involved in the sale of unauthorized liquor, drugs or other products. These claims have not been independently verified and would require investigation by the police, excise department and other competent authorities.

Questions have additionally been raised over the alleged sale of products originating from Bhutan, including liquor and fuel, through local commercial channels. If such products are being sold without the required permits, duties or documentation, it could have implications for government revenue and regulatory enforcement.

The region has particular strategic and economic importance because of its proximity to the international border with Bhutan. Commercial activity in Indian territory is subject to Indian laws, taxation and regulatory requirements, irrespective of the origin of goods being sold.

Local stakeholders have therefore called for a coordinated inspection by the PWD, district administration, police, excise authorities, border agencies and other relevant departments. They have urged the authorities to verify allegations of encroachment, examine the legality of commercial establishments and take action wherever violations are established.

Residents have also appealed for greater transparency regarding notices issued against alleged encroachments and the action subsequently taken by the authorities. Regular monitoring could help prevent unauthorized construction and ensure that legitimate businesses operate within the applicable legal framework.
