Bengaluru: Karnataka’s newly expanded Cabinet now has its portfolio map, marking a shift from political negotiations over who enters the government to the more consequential question of who controls which areas of administration.
Chief Minister D K Shivakumar has retained Finance, Cabinet Affairs, Personnel and Administrative Reforms, Intelligence, Information, Law and Justice, Parliamentary Affairs and Legislation, Agriculture Marketing, Town and Country Planning, and urban local body responsibilities linked to the Bangalore Development Authority and Bangalore Metropolitan Region Development Authority. Nineteen newly inducted ministers have also received portfolios, with the allocation announced a day before the state legislature’s monsoon session.

The allocation also brings notable changes among senior ministers. Ramalinga Reddy has moved from Major and Medium Irrigation to Forest, Ecology and Environment, while N Chaluvarayaswamy takes charge of Major and Minor Irrigation. The change is particularly relevant at a time when water management and the Cauvery dispute remain politically sensitive in Karnataka.
Several ministers have retained or expanded their responsibilities. Santosh Lad continues with Labour and Employment; S S Mallikarjun holds Mines and Geology along with Horticulture; Madhu Bangarappa continues with Primary and Secondary Education; Shivaraj Tangadagi handles Backward Classes Welfare and Kannada and Culture; and B Z Zameer Ahmed Khan retains Housing. U T Khader, meanwhile, takes on Minority Welfare, Haj and Wakf in addition to Health and Family Welfare.

The new Cabinet also brings nine first-time ministers into the portfolio structure. Rizwan Arshad has been assigned Food, Civil Supplies and Consumer Affairs; Narendra Swamy Agriculture; H C Balakrishna Municipal Administration; K M Shivalingegowda Excise; Dr Ajay Singh Minor Irrigation, Science and Technology; T Raghumurthy ST Welfare; K S Basavanthappa Muzrai, Fisheries, Ports and Inland Water Transport; Vijayanand Kashappanavar Small Scale Industries and Public Enterprises; and Rudrappa Lamani Sugar and Textiles.

The significance of the exercise goes beyond a list of departments. Portfolios determine administrative responsibility, political visibility, budgetary influence and the issues for which individual ministers will have to answer.
For the Congress government, the immediate challenge is to turn a politically negotiated Cabinet into an effective administrative team. Ministers will now have to defend their departments in the Assembly, respond to Opposition questions and demonstrate results on the ground.

For the BJP, the new arrangement creates a more defined Opposition map. Now the focus would just not be on the government as a whole, it can increasingly drill down to individual departments and ministers over decisions, spending, implementation and delivery.

Shivakumar’s decision to retain Finance will be closely watched. Control of the state’s finances gives the Chief Minister a direct role in determining spending priorities and the government’s broader economic direction. At the same time, the movement of major departments between senior ministers will show how responsibilities are balanced within the government.
The real test of today’s allocation, however, will come in the months ahead. The portfolio list shows where responsibility has been placed; performance will reveal where political power actually lies.
