Karnataka Tables Apartment Ownership and Management Bill in Assembly

Bengaluru: The Karnataka government on Wednesday tabled the Karnataka Apartment (Ownership and Management) Bill, 2026, in the Legislative Assembly, moving the proposed law into the state's legislative process.

The Bill is aimed at creating a common framework for apartment ownership and management in Karnataka. The reported provisions apply to apartment complexes with more than eight units and cover issues involving apartment owners, associations, builders and promoters.

The legislation follows a consultation process that began with a draft Bill released by the state government earlier this year. Chief Minister D K Shivakumar had said the government wanted to incorporate suggestions from apartment owners, resident associations, developers and other stakeholders before introducing the legislation.

The proposed law seeks to address long-standing issues surrounding ownership rights, common areas, apartment associations, maintenance and the responsibilities of developers.

The draft had also proposed provisions dealing with ageing apartment buildings and redevelopment, including structural-safety requirements and a framework for redevelopment.

The Bill will now be subject to legislative scrutiny and debate. Its final provisions may therefore differ from the earlier draft circulated for public consultation.

For thousands of apartment communities across Bengaluru and other urban centres, the legislation could become an important framework for how ownership, management and redevelopment disputes are handled.

The next stage will be the Assembly's examination of the Bill and the positions taken by the government and Opposition on its provisions.
