In a significant development in Rajasthan, former Congress minister Mahesh Joshi has been arrested by the state’s Anti-Corruption Bureau (ACB) over allegations of embezzlement linked to the Jal Jeevan Mission, a central government initiative aimed at providing safe drinking water to rural households. The arrest occurred early Thursday morning at Joshi’s residence in Jaipur, as part of a broader investigation into corruption and misuse of government funds.

Joshi, who served as the Minister for Public Health Engineering during Ashok Gehlot’s administration, is implicated along with 21 other individuals in a scheme that allegedly involved collusion with contractors and officials within the public health department. The ACB has accused them of misappropriating significant sums intended for the implementation of the Jal Jeevan Mission, which became a contentious topic following the Gehlot government’s loss of power in December 2023.

Back in November, the ACB launched a formal inquiry into Joshi and several others, citing fraudulent activities in the execution of the water supply project. The agency’s investigation revealed that a company associated with the accused had submitted forged completion certificates and other falsified documents to secure contracts under the Jal Jeevan Mission. These documents reportedly included a letter of award from the Indian Railway Construction International Limited, which the bureau claims was integral to the scam.

The agency’s efforts to uncover the truth surfaced when additional chief engineers from the public health engineering department attempted to verify the legitimacy of the documents presented by the firm. This led to a broader scrutiny of various contracts awarded under the Jal Jeevan Mission, raising questions about governance and accountability in the implementation of this crucial scheme.

This is not Joshi’s first brush with legal troubles; he was previously detained by the Enforcement Directorate in April 2022 on unrelated charges. After spending seven months in custody, he secured bail from the Supreme Court in December of that year. The recent arrest highlights the ongoing issues of corruption within the public sector, particularly in schemes aimed at improving the quality of life for citizens. The ramifications of these developments could extend beyond Joshi, potentially implicating more officials and contractors as investigations continue.

As the political landscape shifts in Rajasthan, this case underscores the necessity for transparent governance and the importance of holding public officials accountable for their actions. The Jal Jeevan Mission is a vital initiative aimed at ensuring safe drinking water, and any corruption undermines the very purpose of such programs.
