Assam CM Himanta Biswa Sarma Pushes for Technology-Driven Entrepreneurship Model

Guwahati: Assam Chief Minister Himanta Biswa Sarma has called for greater focus on technology, innovation and entrepreneurship as the state seeks to strengthen its economic growth model.

Sarma made the remarks during the MC²+ IGNITE outreach programme at IIT Guwahati on September 10. During the programme, a Memorandum of Understanding (MoU) was signed between MC²+ and IIT Guwahati, while the MC²+ co-working Node at the NRL Centre in Guwahati was also inaugurated.

The MC²+ initiative brings together the MC²+ Foundation, IIT Guwahati, Oil India Limited (OIL) and Numaligarh Refinery Limited (NRL) to promote innovation, technology development and entrepreneurship, particularly in the energy and allied sectors.

Focus on Assam-Specific Entrepreneurship

Sarma highlighted the need for an Assam-specific model of entrepreneurship that builds on the state's existing strengths and responds to its developmental challenges.

He pointed to opportunities in agriculture and horticulture processing, biotechnology and bio-based enterprises, bamboo, handloom and handicrafts, as well as technology-enabled tourism. He also stressed the need to develop solutions suited to Assam's geographical, environmental and economic conditions that could eventually find applications elsewhere.

Push for Homegrown Energy Technologies

The Chief Minister also highlighted opportunities emerging from the changing energy landscape. Areas such as biofuels, green hydrogen, energy storage, energy efficiency, digital technologies and decarbonisation were identified as potential areas for innovation.

Sarma encouraged OIL and NRL to engage more closely with startups by presenting practical industrial challenges and creating opportunities for promising technologies to be tested and validated in real-world operating environments.

According to the programme's organisers, the broader objective is to strengthen the pathway from innovation and research to pilot deployment and eventual commercialisation.

₹30 Crore Grant Pool for Startups

The MC²+ IGNITE programme involves 30 startups and a ₹30 crore grant pool across seven focus areas. The programme is designed to provide participating entrepreneurs with financial support along with technical expertise, mentorship, academic resources and industry connections.

The initiative is intended to help address the gap between developing technology and taking it towards practical deployment and market opportunities.

Statewide Innovation Pipeline

Sarma also called for greater coordination between MC²+ and the Assam Innovation and Startup Foundation to build a statewide innovation pipeline. The objective is to connect industrial challenges from organisations such as OIL and NRL with students, researchers and young innovators across the state.

He stressed that innovation opportunities should not remain concentrated only in Guwahati or a limited number of premier institutions. Engineering colleges, polytechnics, ITIs, universities, incubation centres and grassroots innovators can also be connected with the wider startup ecosystem.

More Than 1,500 Participants Attend Programme

The outreach programme, held around the theme of the startup ecosystem in the Northeast, brought together startups, students, entrepreneurs, industry representatives and academic institutions. Reports said more than 1,500 people participated, including around 1,000 students.

The newly inaugurated MC²+ co-working facility at the NRL Centre is intended to provide infrastructure and support for innovators and entrepreneurs and strengthen links between startups and industry.

₹455 Crore Committed Corpus for MC² Foundation

The MC² Foundation is being developed as a platform to help energy and industrial deep-tech innovations move from research and laboratory stages towards field-level deployment. According to information released by the organisation, it has a committed corpus of ₹455 crore over five years, backed by a consortium of public-sector oil and gas companies.

This corpus is separate from the ₹30 crore grant pool associated with the MC²+ IGNITE programme.

Technology and Entrepreneurship in Assam

The initiatives discussed at IIT Guwahati are aimed at strengthening collaboration among startups, academic institutions and industry. The focus is on developing technologies that address local requirements while creating opportunities for wider commercial applications.

With greater industry participation, technical support and access to funding, the initiative could contribute to the development of Assam's startup and innovation ecosystem.
