J&K SEC Seeks Decision on Panchayat, DDC Polls by August-End

Jammu, August 14: The Jammu and Kashmir State Election Commission (SEC) has urged the Government to take a decision on conducting Panchayat and District Development Council (DDC) elections by the end of August, with any further delay potentially pushing the polls to March-April 2027, according to sources cited by Daily Excelsior.

Preparations Hinged on Timely Decision

According to the report, the SEC has indicated that a decision this month would allow it to complete the necessary formalities for conducting the elections in October-November 2026.

The preparatory process includes revision of electoral rolls, reservation and rotation of seats, procurement of election materials and completion of statutory procedures.

The onset of winter and the possibility of snowfall from December onwards could make election-related logistical arrangements more challenging across Jammu and Kashmir.

OBC Commission Report: A Key Factor

A significant issue in the election process is the pending decision on the recommendations of the Other Backward Classes (OBC) Commission headed by former Justice Janak Raj Kotwal. The report was submitted in February 2025, but its implementation has not yet been finalised by the Government.

The SEC has reportedly approached the Government twice seeking clarity on the matter. Implementation of the recommendations could have a bearing on the reservation framework for OBCs in local body elections.

The SEC has completed the tendering process for various election-related materials, while further steps are expected to depend on the formal announcement of the elections.

Simultaneous Panchayat and DDC Elections

The SEC is preparing for the possibility of conducting Panchayat and DDC elections concurrently, as both institutions function primarily in rural areas of Jammu and Kashmir. Municipal elections for urban local bodies are expected to follow.

Block Development Councils (BDCs), which are indirectly elected by Panchayat members, can be constituted only after new Panchayats are elected.

J&K's Elected Local Body Vacancies

Jammu and Kashmir has remained without elected representatives in several local bodies for a considerable period. The terms of the Panchayats and Block Development Councils ended on January 9, 2024, while the terms of the Municipalities ended in October-November 2023 and those of the DDCs on February 24, 2026.

As a result, the elected representation across the three-tier Panchayati Raj system remains absent.

The SEC had earlier reviewed preparations for the elections. The voter revision exercise reportedly increased the electoral rolls to approximately 72.24 lakh voters, with more than 3.39 lakh new voters added.

The SEC's reported communication highlights the need for an early Government decision on the local body elections. If the decision is taken promptly, the Commission could proceed with preparations for October-November 2026 polls.
