Questions Raised Over Votvoti Engine Vans and Road Regulations

Vehicle owners and some small pickup operators have raised concerns about differences in compliance requirements between registered commercial vehicles and locally used engine-powered vans, commonly referred to as “Votvoti” vehicles.

Vehicle owners said they incur expenses such as road tax, insurance, vehicle loans and penalties for traffic violations while operating their vehicles. Some operators have also raised concerns about the availability of fares and income from goods transportation compared with their regular operating costs.

Questions have also been raised over the use of Votvoti and other engine-powered vehicles on public roads. According to the position attributed to Minister Arjun Singh, vehicles operating without the required registration, documents or government authorisation cannot legally be used on public roads.

The issue has become a subject of discussion among vehicle operators and local communities, particularly where such vehicles are reportedly being used for transporting goods.

During an interaction with a Votvoti driver, the driver reportedly stated that the vehicle had documents and that no illegal goods were being transported. Such individual claims would need to be verified through the relevant transport and enforcement authorities.

The minister subsequently indicated that action would be taken against vehicles operating without the required permissions or documentation and that such vehicles would not be allowed to continue operating on public roads in violation of applicable rules.

Vehicle operators have therefore called for clarity and consistent enforcement of transport regulations. Any action against a particular vehicle would depend on its registration status, documentation, permitted use and compliance with applicable provisions of the Motor Vehicles Act and other relevant rules.

The issue also highlights the need for enforcement agencies to clearly communicate the legal requirements applicable to different categories of goods-carrying vehicles and to ensure that road-use rules are applied consistently.
