Jammu and Kashmir Administration Labels Shopian Seminary as Unlawful Under UAPA

The Jammu and Kashmir administration has officially classified the Jamia Siraj-ul-Uloom seminary, located in Shopian, as an unlawful entity under the Unlawful Activities Prevention Act (UAPA). This announcement follows allegations of alleged covert connections with the banned organization Jamaat-e-Islami, as reported by The Indian Express.

The seminary has been accused of not only fostering an environment conducive to radicalization but also of engaging in serious legal, administrative, and financial irregularities. The administration’s action was facilitated by Section 8(1) of the UAPA, which allows authorities to designate any place utilized for unlawful associations as illegal. This designation provides the framework for potential actions, such as freezing the entity’s financial assets or sealing its premises.

According to reports, the decision to label the seminary as unlawful came after a thorough investigation led by local police. The findings suggest that despite its façade as a religious educational institution, Jamia Siraj-ul-Uloom is allegedly marred by numerous violations, including dubious land acquisitions and a failure to obtain the required registrations from appropriate authorities. The administration’s order highlighted concerns over the institution’s attempts to evade statutory oversight.

In their statement, authorities emphasized that credible evidence points to sustained and covert connections between the seminary and Jamaat-e-Islami. This includes claims of continued control by individuals associated with the banned organization. The repercussions of this designation could be significant, with the potential for the seminary to face legal challenges that may impact its operations and influence in the region.

As one of the largest seminaries in South Kashmir, Jamia Siraj-ul-Uloom has been a focal point for religious education in the area. However, this recent move by the administration reflects a broader effort to combat perceived extremism and maintain public order in a region long troubled by conflict and unrest. The ongoing scrutiny of religious institutions in Kashmir raises important questions about the balance between religious freedom and national security. This development is likely to stir debate among local communities, policymakers, and analysts regarding the implications for education and religious practice in Jammu and Kashmir.
