Six States Sign Kishau Multipurpose Project Agreement for Yamuna Rejuvenation

New Delhi, September 15, 2026: Chief Ministers of six states — Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan and Delhi — signed the agreement for the Kishau Multipurpose Project in the presence of Union Home Minister Amit Shah in New Delhi.

The agreement relates to the long-pending project on the Tons River, a tributary of the Yamuna. The project is aimed at improving water availability, irrigation and hydropower generation, while contributing to efforts for the rejuvenation of the Yamuna.

Speaking on the occasion, Amit Shah expressed confidence that the completion of the project would mark an important milestone. He said the Central Government has declared the Kishau Project a National Project and will bear approximately 90 percent of its financial burden, while the remaining 10 percent will be shared by the participating states.

According to the official details, the project envisages a 232.6-metre-high concrete gravity dam with a storage capacity of about 1,562 million cubic metres. It is expected to support irrigation over around 97,000 hectares and generate approximately 1,476 million units of hydropower.

Shah also referred to efforts to address water-related issues among states. He said that under the Narendra Modi government, the Kishau agreement represents the tenth water-related dispute that is set to be resolved through consensus.

The Kishau project had remained pending for several years. In June 2026, the six participating states reached a consensus to move forward with the project, including an agreement under which 90 percent of the cost of the water component would be provided by the Centre as central assistance and the remaining 10 percent would be shared by the states.

The June agreement also provided for allocation of Himachal Pradesh's share of water to Delhi and Rajasthan in exchange for sharing the cost of the state's share of the project's power component.

Union Jal Shakti Minister C. R. Patil, the Union Home Secretary, the Secretary of the Department of Water Resources, River Development and Ganga Rejuvenation, and the Chief Secretaries of the concerned states were also present during the agreement signing.
