Over 700 Citizens Challenge PM Modi's Address as Violation of Election Norms

In a significant development ahead of crucial state elections, more than 700 citizens have formally approached the Election Commission of India (ECI), alleging that Prime Minister Narendra Modi’s national address on April 18 breached the Model Code of Conduct governing electoral processes. This unprecedented letter, signed by former civil servants, academics, activists, and journalists, raises serious questions about the use of government resources for what they term as ‘electioneering and partisan propaganda.’

The letter points out that Modi’s address was broadcasted across public platforms, including Doordarshan, Sansad TV, and All India Radio, all of which are financed by taxpayer money. Critics argue that this use of state machinery for political messaging undermines the integrity of the electoral process, especially at a time when Assembly elections were imminent in several states, including Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal.

During the address, Modi took aim at opposition parties, accusing them of obstructing the government’s efforts to amend the 2023 Women’s Reservation Act and redraw electoral boundaries. He contended that their actions were driven by ‘selfish political interests’ and that by opposing the women’s reservation bill, they disrespected the very framers of the Constitution. Such statements, critics argue, demonstrate a misuse of the Prime Minister’s platform to engage in political rivalry while elections were underway.

The timing of the address raises eyebrows, particularly since elections in Assam, Kerala, and Puducherry had already been conducted on April 9, with voting upcoming in Tamil Nadu on April 23 and West Bengal scheduled for two phases on April 23 and April 29. By leveraging his position and the extensive reach of state-run media, Modi’s address has sparked a debate about ethical campaigning and adherence to the Model Code of Conduct, designed to ensure a level playing field in the electoral arena.

The concerns voiced by these citizens reflect a growing apprehension regarding the blurring lines between governance and politics in India. As citizens rally together to hold their leaders accountable, the ECI will now be tasked with addressing these allegations, which highlight a critical juncture in Indian democracy where the electoral process must be safeguarded against potential abuses of power.
