Delimitation Controversy: Assam and Kashmir Face Allegations of Gerrymandering Ahead of 2029 Elections

The Indian political landscape is witnessing heightened tensions as the Modi government announces plans to expand the Lok Sabha from 543 to 850 seats. This significant proposal also includes a provision for reserving one-third of these seats for women, aimed at enhancing representation. However, at the heart of this development lies the formation of a Delimitation Commission tasked with reconfiguring parliamentary constituencies, a move that has raised eyebrows and sparked allegations of gerrymandering, particularly from the opposition.

Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, has been vocal about his concerns, alleging that these changes are designed to benefit the ruling Bharatiya Janata Party (BJP) in the upcoming 2029 elections. Gerrymandering, the practice of redrawing electoral boundaries to favor a specific political party, has taken center stage in this debate. Gandhi points to recent delimitation exercises in Assam and Jammu and Kashmir, which he claims were manipulated to favor the BJP, diminishing representation for minority communities.

In Jammu and Kashmir, the delimitation process was conducted in 2020, while Assam underwent similar changes in 2023. Both exercises have been controversial, with critics arguing that they disproportionately reduced Muslim representation, benefiting communities perceived to be supportive of the BJP. The redrawing of constituencies has often disregarded existing geographical boundaries, leading to claims that the process was fundamentally flawed and biased.

Political analysts and observers have labeled the delimitation in Assam as a “communal” exercise, suggesting that it catered to the interests of a particular demographic at the expense of others. This has raised fears among political circles about the long-term implications for democracy and representation in the region. The BJP’s strategy appears to be one of consolidating its voter base by manipulating the boundaries to ensure a favorable electoral map.

The ramifications of these actions are significant, particularly in a multicultural society like India. Communities that feel underrepresented may disengage from the political process, leading to increased polarization and a weakening of democratic norms. The ongoing debate around delimitation in Assam and Jammu and Kashmir has thus opened the floodgates for discussions about fairness, representation, and the integrity of the electoral process in India.
