At the HPCL Rajasthan Refinery Limited (HRRL) project site in Pachpadra, Balotra district of Rajasthan, contract workers are continuing construction and operational activities despite extreme summer temperatures reaching nearly 47°C. The refinery project, considered one of India’s major energy infrastructure developments, remains under active construction and operational preparation.
The HRRL refinery-cum-petrochemical project, valued at approximately ₹79,459 crore, is designed as a 9 MMTPA greenfield refinery complex. Reports indicate that restoration and operational work is continuing at the site following a fire-related incident reported earlier this year at one of the refinery units.
Workers at the site are engaged in construction, maintenance, and technical activities during challenging weather conditions common to western Rajasthan during peak summer months. Industry experts note that prolonged exposure to extreme heat can create additional challenges for outdoor industrial operations and workforce management.
The situation has also highlighted the importance of workplace heat-safety measures at large industrial projects. Safety experts generally recommend adequate hydration facilities, scheduled rest breaks, medical support, and protective arrangements for workers operating in high-temperature environments.
Large infrastructure projects across India increasingly focus on occupational safety standards during extreme weather conditions, especially during summer heatwaves in desert and semi-arid regions.
