Odisha Vigilance Cases Put Panchayat-Level Housing Scheme Implementation Under Scrutiny

Several cases involving alleged irregularities, misappropriation and bribery in the implementation of rural housing and development schemes have recently brought the functioning of Panchayat Executive Officers (PEOs), Block Development Officers (BDOs) and other officials under scrutiny in different districts of Odisha.

Koraput – Badigaon Panchayat, Borigumma Block

In February 2026, the Odisha Vigilance authorities reportedly initiated an inquiry after around 70 beneficiaries of the Pradhan Mantri Awas Yojana (PMAY) raised complaints alleging irregularities in the distribution of housing assistance. The reported inquiry includes scrutiny of records and the roles of the Panchayat Executive Officer of Badigaon, a data operator and the BDO of Borigumma. Vigilance officials reportedly visited the panchayat office as part of the verification process.

Ganjam – Laudigaon/Keluapalli

In another case, PEO Sameer Mishra was reportedly arrested in connection with an alleged Rs 1.37 crore misappropriation. According to the reported case, signatures of a Sarpanch were allegedly forged in connection with the transactions. The matter reportedly came to light following an inquiry at the BDO level in Rangeilunda block.

Jagatsinghpur

A separate case in Jagatsinghpur reportedly involved allegations of geo-tag manipulation, under which 12 beneficiaries allegedly received a Rs 20,000 incentive despite their houses not being completed. Officials reportedly issued show-cause notices to surveyors in connection with the matter.

In another case from the district, a BDO and a Junior Engineer were reportedly booked in connection with an alleged Rs 1.62 crore misappropriation under the Ama Gaon Ama Bikash scheme. The allegations are subject to investigation and further legal proceedings.

Jajpur – Korei Block

In July 2026, Odisha Vigilance reportedly arrested Prafulla Kumar Nath, PEO of Kachara Sahi Gram Panchayat under Korei block, for allegedly demanding a bribe from a widow in connection with the release of the final installment and bonus under the Antyodaya Gruha Yojana.

According to the reported Vigilance case, the woman had completed construction of her pucca house. Nath allegedly demanded Rs 10,000, which was subsequently reduced to Rs 5,000. Following her complaint, Vigilance officials reportedly laid a trap and arrested him while allegedly accepting the bribe. A case was registered under the Prevention of Corruption Act.

Other Vigilance Cases

Odisha Vigilance has also reportedly arrested several public servants, including PEOs, in different cases involving alleged irregularities in IAY/PMAY-related funds. The cases are being investigated by the concerned authorities.

Common Issues Reported

Across some of the reported cases, allegations have included manual intervention in beneficiary records, payments to allegedly ineligible beneficiaries, manipulation of geo-tags, release of funds despite incomplete construction, demands for bribes and alleged irregularities involving bills and supporting documents.

Political parties have also raised allegations regarding irregularities in the implementation of housing schemes. Some BJP leaders and representatives have demanded a detailed investigation into the alleged financial irregularities. Such political claims should be considered as allegations unless independently established through official records or investigations.

Government and Vigilance Action

The Union Rural Development Ministry has reportedly sought recovery of funds and action against officials found responsible for irregularities in the implementation of rural housing schemes. In cases where evidence of wrongdoing is established, authorities may initiate disciplinary or criminal proceedings in accordance with law.

The reported cases highlight the importance of proper verification of beneficiaries, accurate geo-tagging, transparent release of housing assistance and effective monitoring at the panchayat and block levels.
