A political storm is brewing in Kerala following the appointment of Rathan U Kelkar, the state’s former chief electoral officer, as the secretary to Chief Minister V D Satheesan. This transition has triggered accusations of hypocrisy from opposition parties, particularly the Communist Party of India (Marxist), who claim that the Congress party is exhibiting double standards.

Rathan U Kelkar, a distinguished 2003-batch Indian Administrative Services officer, was moved from the Election Department to the Chief Minister’s office just one day prior to his new role. His tenure as Chief Electoral Officer saw him overseeing significant electoral procedures in Kerala, such as the intensive revision of electoral rolls and the recent Assembly elections. The timing of this appointment has raised eyebrows within the political landscape of Kerala.

MV Govindan, the state secretary of the Communist Party of India (Marxist), has been vocal in his criticism of the Congress party’s stance on such appointments. He pointed out a glaring inconsistency, noting that Congress leader Rahul Gandhi had previously condemned the West Bengal government for appointing electoral officer Manoj Agarwal as the chief secretary after elections. In contrast, Govindan highlighted Congress leader KC Venugopal’s dismissive remarks regarding the situation in Kerala, which he described as an attempt to deflect criticism.

This issue reflects a broader debate surrounding the integrity of electoral processes in India, especially regarding the roles and responsibilities of bureaucrats once they transition into political positions. The term ‘double standards’ has been bandied about by critics, suggesting that the Congress party’s approach is selective and opportunistic, particularly when dealing with appointments that draw public scrutiny.

The reception of Kelkar’s new role illustrates a deepening rift within Kerala’s political corridors. While Congress may defend its decision by stating that it is a prerogative of the ruling party to choose its own staff, opposition voices are adamant that such appointments could undermine the neutrality expected from former election officials.
